The Urban League of Rochester, N.Y., Inc. (ULR) and its subsidiary, the Urban League of
Rochester Economic Development Corporation (ULREDC), invite your firm to submit a
proposal in response to our enclosed Request for Proposals (RFP) for Independent Audit
Services.
ULR is a New York State registered 501(c)(3) nonprofit organization that has served the Greater
Rochester community since 1965. For six decades, ULR has advanced programs in workforce
development, housing, education, entrepreneurship, and advocacy. ULREDC, formed in 1986,
extends this mission through affordable housing development and management of HUD-assisted
and Low-Income Housing Tax Credit (LIHTC) properties.
ULR is seeking an experienced and qualified independent public accounting firm with
demonstrated expertise in nonprofit, HUD, and LIHTC audits to perform audit and related
services for the fiscal year ending March 31, 2025. Previous auditors have included Heveron &
Heveron CPAs and The Bonadio Group.

Urban League of Rochester (ULR) and Urban League of Rochester Economic Development

1) Overview
The Urban League of Rochester, N.Y., Inc. (ULR) and its subsidiary, the Urban League of
Rochester Economic Development Corporation (ULREDC), invite qualified independent public
accounting firms to submit proposals to perform audit and related services for the current fiscal
year. ULR’s fiscal year is April 1- March 31.
ULR is a New York State registered 501(c)(3) nonprofit organization serving the Greater
Rochester area since 1965. For nearly six decades, we have provided programs and services that
empower individuals and families to achieve economic self-reliance, parity, power, and civil
rights. Today, ULR operates more than 30 programs and service centers in areas such as
workforce development, education, housing, entrepreneurship, and advocacy.
ULREDC, a wholly owned subsidiary of ULR, was established in 1986 to promote community
and economic development. It owns and manages a portfolio of affordable housing
developments, including HUD-assisted and Low-Income Housing Tax Credit (LIHTC)
properties.
The organization has a diverse funding mix that includes federal, state, local, and private sources.
Certain federal funding levels trigger the requirement for a Single Audit under 2 CFR Part 200
Subpart F.
Previous audit service providers for the Urban League and ULREDC have included Heveron &
Heveron CPAs and The Bonadio Group.
2) Background and Portfolio Overview
Urban League of Rochester
Founded in 1965, ULR is an affiliate of the National Urban League and a cornerstone in the
Greater Rochester community. Its mission is to enable African Americans, Latinos, the poor, and
other disadvantaged individuals to secure economic self-reliance, parity, power, and civil rights.
The organization delivers impactful services through more than 30 programs and service centers,
spanning workforce development, youth education, housing assistance, entrepreneurship,
advocacy, health equity, and family support. ULR partners with federal, state, and local agencies
as well as private funders, resulting in a complex compliance and reporting environment.
ULR serves as the parent organization for ULREDC, which extends the League’s mission into
affordable housing development and property management.

3) Scope of Services
The selected firm will:
• Conduct annual audits in accordance with U.S. GAAS and Government Auditing
Standards.
• Prepare individual audit reports for each entity as listed below.
• Prepare and file IRS Form 990s for each required entity.
• Review and/or prepare cost reports for HUD and LIHTC properties.
• Prepare the NYS Charities Bureau (CHAR-500) filing for applicable entities.
• Perform compliance testing for HUD, LIHTC, HOME, and Uniform Guidance
requirements.
4) Standards and Quality Requirements
• Compliance with U.S. GAAS and Government Auditing Standards.
• Demonstrated HUD and LIHTC audit expertise.
• Most recent peer review report and response required.
• Yellow Book CPE compliance for all key personnel.
5) Timeline
• RFP issue date: August 20, 2025

Upon selection, the firm must provide:
• Certificate of insurance
• Conflict of interest statement
• Confirmation of ability to meet schedule
8) Fee Proposal Format
Respondents must provide a detailed fee schedule broken out by entity and service type,
including consolidated audits, HUD property audits, LIHTC property audits, applicable single
audits, and preparation of required IRS Form 990/990-EZ filings and HUD cost reports.
9) Evaluation Criteria
